LANCASTER – The city’s business scene had its share of ups and downs in 2007. Construction on Big Box stores – Wal-Mart, Kohl’s and Menard’s Home Improvement – seemed to come in rapid succession. Smaller strip centers and eateries opened, ushering in the likes of Chipotle, Starbucks and Sonic.
